To ensure that Quebec consumers have access to rates that are fair, GAA manages two key tools: the Automobile Statistical Plan and the Fichier central des sinistres automobiles.
Automobile Statistical Plan
GAA manages the Statistical Agency as provided for under the Automobile Insurance Act. The Agency oversees the collection of automobile statistical data from insurers and its transmission.
Managed by GAA, the Statistical Plan belongs to the Autorité des marchés financiers (AMF). It:
- Monitors insurers’ practices
- Quickly identifies trends
- Publishes the Annual Report on Financial Institutions (in French only)

Fichier central des sinistres automobiles
GAA also manages the Fichier central des sinistres automobiles (FCSA), a database that tracks automobile claims filed in the past six years in Quebec.
This tool provides insurers with information about a future client’s driving experience, a key criteria for setting the auto insurance premium.
FCSA’s objective is to provide greater fairness in rates, in other words, set premiums based on the real risk that each policyholder represents.
Like the Automobile Statistical Plan, the FCSA belongs to AMF, which has entrusted its management to GAA.
